According to the Vietnam Government Portal, Deputy Prime Minister Ho Duc Phoc signed decision no. 1236/QD-TTg, annoucing the Vietnam National Strategy for the Development and Application of Blockchain Technology through 2025, with orientations toward 2030.
The strategy seeks to elevate Vietnam to the forefront of blockchain innovation in the region and secure a position on the international blockchain landscape by 2030. This is a significant step forward, showcasing the government's clear vision for the development of blockchain technology.
As Vietnam moves toward a sustainable digital future, the government sets specific goals to harness the potential of blockchain across industries:
- To set up blockchain infrastructure to support the development, operation, and maintenance of blockchain applications, thus assisting the government in managing blockchain technology development and applications. This infrastructure facility must comply with the regulations on cyber security and personal data protection.
- To promote research and development of blockchain technology applications at three national innovation centers.
- To nurture skilled human resources for blockchain technology by setting up 10 research and training centers, incorporating blockchain into the curricula of universities, colleges, vocational schools, and research institutions.
- To establish at least one blockchain testing center/ special zone, with priority given to units with experience in blockchain networks.
- To develop a blockchain ecosystem called "Blockchain+" by applying blockchain technology across various sectors, including finance and banking, transportation, healthcare, education and training, trade, logistics, energy, tourism, and so on.
With the goal of becoming a regional leader and internationally recognized in blockchain by 2030, the National Blockchain Strategy outlines clear objectives focused on fostering a robust blockchain ecosystem in Vietnam:
- To strengthen and expand the national blockchain infrastructure to provide domestic and international services while setting standards for blockchain development and application in Vietnam.
- To become a leading country in the region and globally in blockchain technology, with 20 reputable brands providing blockchain-based platforms, products, and services.
- To maintain the operation of at least three blockchain technology testing centers or zones in major cities to form a national blockchain network.
- At least one Vietnamese institution has ranked among Asia's top ten blockchain technology training and research centers.
To make these goals a reality, the strategy assigns specific actions to leading agencies such as the Ministry of Information and Communications, the Ministry of Science and Technology, and the Vietnam Blockchain Association.
Legal framework improvement: Reviewing & refining existing legal framework, researching and developing policies and standards for blockchain platforms, products, applications, and services.
Infrastructure development:
- Building a versatile blockchain infrastructure for Vietnam that ensures compliance with security regulations and data protection standards while facilitating seamless interoperability among all parties involved in blockchain-based transactions.
- Boosting the development of Made-in-Vietnam blockchain platforms and establishing systems to manage, operate, and interconnect various blockchain networks within the national infrastructure.
Blockchain ecosystem establishment:
- Promoting the application of blockchain in AI, Big Data, and the Internet of Things.
- Establishing centralized IT zones and incubation centers to attract both domestic and international investment, thus fostering the growth of blockchain technology enterprises.
Business Collaboration: Bringing together technology enterprises to collaborate on developing blockchain solutions, fostering information sharing, and boosting competitiveness with foreign enterprises.
The Vietnam National Strategy offers substantial opportunities for businesses.
